       <description>IT is probably just as well that talk of a broader-based unity government has remained just that since the country is not in a situation where no group is able to govern alone, or where war or other crises demand that everyone rallies around the government of the day. However, since democracy should be about creating open spaces for the discussion of matters of public interest, any and every possibility for dialogue which disposes us to view the political passions of the day from a wider and less dogmatic perspective should be pursued unremittingly. We need no reminder how deeply and bitterly political and other issues divide Malaysian society. Certainly, political discourse should not be conducted from the most parochial or partisan of positions. We also need no reminder that the malaise in Malaysian politics is that there is too much noisy claptrap and too little reasoned discussion. The manner in which our members of parliament scream and shout at each other suggests a need for a more civil political discourse. There has to be correctives to the too-simple, too-loud political monologues which prevent one side from speaking and hearing what the other has to say.

There's nothing wrong with doing that. Doubtless, it is the men and women in the Kuala Lumpur outpost who have been the major source of the country &quot;narrative&quot; on Malaysia in the US State Department's &quot;Trafficking in Persons Report 2009&quot;. To be sure, certain sections of one year's report are indistinguishable from those in another year. A case in point is the &quot;recommendations&quot; in this year's report which are almost identical to last year's. But there are crucial differences. In a nutshell, the main one is that when Malaysia was taken off the blacklist and put on the watch list last year, despite still not fully complying with the &quot;minimum standards for the elimination of trafficking&quot;, it was because we were seen to be &quot;making significant efforts to do so&quot;. But for this year's report, the assessment was that we were &quot;not making significant efforts to do so&quot;.

But such was the historic import of Malaysia being the first Asean nation to forge ties with China during the Cold War era that the absence of a personal element may not have led to a different destination for his first overseas trip outside Asean. That was certainly the case when on assuming the premiership Tun Abdullah Ahmad Badawi chose China as the first non-Asean country to travel to in May 2004, 30 years after the landmark communique between  Razak and Chinese premier Zhou Enlai in the Chinese capital in May 1974.
