KOTA BARU: Limb amputations for offenders under the Kelantan Syariah Criminal Code (II) Enactment or hudud will not be carried out by medical doctors but by trained professionals appointed by the Sultan of Kelantan.
The sentence will not be carried out at hospitals but at a fully-equipped venue to be set up by the state government.
The deputy chairman of the state technical committee on the Syariah Criminal Code II Enactment Datuk Dr Mohamed Fadzli Hassan said these were among the recommendations made by muftis, academicians and professionals, who participated in a two-day muzakarah (discussion) on ways to carry out hudud punishments. It ended on Tuesday.
Fadzli said medical specialists, who participated in the discussion here, had suggested that doctors should not be involved in the task as they were bound by their professional body’s code of ethics and regulations.
“It was recommended that the job be carried out by trained professionals appointed by the sultan. Their duty will be to carry out the amputations and nothing else.
“It was also suggested that the sentence be carried out at a place other than hospitals as hospitals are a place for healing, not to carry out sentences.”
Fadzli said the committee was compiling the muzakarah’s recommendations before presenting it to the state executive council.
“The proposals will serve as a guideline for the state government when implementing the hudud laws.”
Earlier, Fadzli said the committee had visited several countries which implemented the syariah laws.
However, he said these countries did not have a fully and detailed standard of implementation.
