KUALA LUMPUR: System integrator and supplier of information technology infrastructure Digistar Corporation Bhd is interested in submitting a proposal to the government to manage the imminent national fuel subsidy rationalisation programme.
Its chairman Tan Sri Mohd Zaman Khan said the company wrote to Domestic Trade, Cooperatives and Consumerism Minister Datuk Hassan Malek on April 23 on its intention to submit the proposal, which covers mechanisms on how the government can address fuel abuses and leakages.
He said the proposal will also facilitate practical implementation of the distribution of subsidised fuel.
“The system will enhance the government’s fuel subsidy rationalisation programme as it will be able to assist the government in detecting any abuse of the fuel subsidy by unscrupulous individuals or companies. Our proposal is also based on the concept of easy operation, easy execution and minimal maintenance,” he said yesterday.
Zaman Khan, who is former Bukit Aman Criminal Investigation Department director, said the mechanism, among others, incorporates the installation of Digistar’s Centralised Monitoring System, the Panther 911, and the use of MyKad as the platform to address the loopholes in the current system.
He said a device to read the MyKad will be installed at fuel kiosks nationwide, and a high definition (HD) closed-circuit television (CCTV) (of the Panther 911 system) will be mounted at the kiosk.
“A specific application will be installed in the MyKad, which will be able to detect if a person has exceeded the allocated fuel quota for the week or month.
“The HD CCTV will capture the image of the individual. If found guilty of smuggling, his or her personal data, along with the image, will be sent to the ministry for further action,” Zaman Khan said, adding that this mechanism is only part of the system that Digistar is proposing.
Digistar, a Bursa Malaysia Main Market-listed systems integrator and solutions provider, launched Panther 911 two months ago.
The Panther 911 central monitoring system integrates with any home alarm system, office or business security system such as petrol stations, and provides security features like high definition image detection and GPS tracking.
