Jana Wibawa: Bersatu businessman Adam Radlan charged again for accepting over RM4mil in bribes

SHAH ALAM: Businessman Adam Radlan Adam Muhammad was charged today on two counts of accepting bribes over RM4 million in bribes in relation to the Jana Wibawa programme.

The Parti Pribumi Bersatu Malaysia (Bersatu) Segambut division deputy chief claimed trial for both charges against him before judge Rozilah Salleh at the Shah Alam Sessions Court here this morning.

The case was prosecuted by Malaysian Anti Corruption Commission (MACC) deputy public prosecutors Allan Suman Pillai and Maziah Mohaide, while the accused was represented by lawyer Datuk Seri Rajan Navaratnam.

The 42-year-old was accused of receiving RM2 million from one Lian Tan Chuan, as an incentive to help Nepturis Sdn. Bhd. obtain the North Klang District Headquarters Project from the government worth RM141 million between April 4, last year and Jan 5 this year.

He was also accused of receiving a RM2.1 million bribe from the managing director of MIE Infrastructure and Energy Sdn Bhd, Mat Jusoh Mamat, as kickbacks for the company to secure the Sungai Adam to Sungai Banat road project in Perlis worth RM47.8 million between Nov 26, 2021 and Dec 2 last year.

He received the money under a CIMB Bank account belonging to Syarikat Bayu Bumiraya Sdn. Bhd. as the company director.

He was charged under Section 16(a)(A) of the MACC Act which is punishable under Section 24(1) of the same act.

Adam Radlan is facing up to 20 years' jail and a minimum fine of RM10,000 for each charges.

Prosecutor Allan proposed a total of RM1 million bail with four sureties and asked for his passport to be surrendered to the court.

He also proposed for the accused to report himself once in every two months.

On the high bail amount offered, he said it was reasonable considering the amount of bribes mentioned in both the charges.

Though the accused is not a flight risk, he said the requirements were necessary to secure his attendance to court proceedings.

In mitigation, the counsel for the accused requested for a lower bail referring to similar charges faced by Parti Pribumi Bersatu Malaysia (Bersatu) information chief Datuk Wan Saiful Wan Jan where he was allowed bail at only RM400,000 for the offense involving RM6.9 million in bribes.

"I am drawing a parallel to both the cases where the bail amount is much lower although the bribe amount in the charges was high for the Datuk Wan Saiful case," he said.

He also said that the accused has four children aged between nine and 16, and his mother was under his care.

Hence, he proposed for a total of RM300,00 bail.

Judge Rozilah allowed bail at RM600,000 with four sureties and fixed a requirement for the accused to report himself once a month at the Putrajaya MACC headquarters.

"If the cases in the Kuala Lumpur court are dropped, his passport must be transferred and kept here," she added.

The case is fixed for April 14 for mention.

Yesterday, the businessman was also charged in the Kuala Lumpur Sessions Court on two counts of soliciting and accepting a bribe of RM500,000 in relation to the same programme.

Bersatu information chief Wan Saiful was also charged in relation to the Jana Wibawa programme for accepting RM6.9 million in bribes from a businessman.
