HTO examines short, medium and long-term implementation of health system transformation

KUALA LUMPUR: The Health Ministry has established a Health Transformation Office (HTO) to drive the implementation of the health system transformation, as outlined in the Health White Paper (HWP).

In a parliamentary reply yesterday, the ministry said the HTO is currently examining and detailing the short-, medium-, and long-term implementation of the health system transformation.

"The HTO's detailed focus areas for health system transformation encompass both the public and private sectors, including health system financing, primary health care, health prevention and promotion, health digitisation, policies and initiatives related to social determinants of health, as well as human resources for health and governance."

The ministry said this in response to Dr Kelvin Yii Lee Wuen (PH-Bandar Kuching) who asked about the implementation progress of the HWP.

In February, Health Minister Datuk Seri Dr Dzulkefly Ahmad said the ministry is going to set up a technical working group called HTO that will oversee the implementation of healthcare sector reforms in the country, as outlined under the HWP.

Meanwhile, the ministry said engagement sessions with stakeholders, including professionals with extensive expertise and experience from various sectors, are actively being conducted to ensure inclusive and comprehensive implementation of the health system transformation.

The ministry added, simultaneously, there are 'quick win' initiatives being implemented or planned for the near future.

"Any planning involving specific policy development requirements or actions will be submitted separately as a Cabinet Memorandum to ensure proper implementation of transformation initiatives."

The ministry said it would also announce the direction of the Health Financing System transformation, taking into account the country's current macrofiscal situation, as well as administrative and political feasibility.
