KUALA LUMPUR: The Federal Commercial Crime Investigation Department (CCID) expressed appreciation for the passage of the Criminal Procedure Code (Amendment) Bill 2024 by Dewan Rakyat on July 11.
Its director, Datuk Seri Ramli Mohamed Yoosuf hailed the amendment as a significant step forward in bolstering efforts to combat fraud, particularly online fraud.
"Through these amendments, individuals orchestrating online fraud schemes, including owners of dummy accounts, will face harsher penalties under the new provisions.
"This development is highly welcomed by the police, as there were previously no specific provisions for punishing offenders involved in such dummy account activities," he said at a weekly press conference here today.
He said the police expressed confidence that these amendments will bring about a new landscape in the enforcement of commercial crime laws.
"Among the newly approved measures is Section 424A of the Criminal Procedure Code, which introduces offences and penalties for the possession or control of others' payment instruments or bank accounts," he explained.
"Section 424C(1) of the Criminal Procedure Code outlines offences and penalties for any person involved in transactions using their payment instruments or accounts at financial institutions," he said.
Ramli also highlighted Section 424C(2), which introduces provisions and penalties for transactions using another person's payment instrument or account at financial institutions.
Furthermore, Section 424D provides definitions for "financial institution" and "payment instrument" in the context of these new provisions.
"Section 116D of the Criminal Procedure Code aims to empower police officers with the rank of Sergeant or higher to seize or block financial transaction-related matters," Ramli said.
