KUALA LUMPUR: Project spending performance under the 12th Malaysia Plan (12MP) from 2021 to 2023 reached RM231.920 billion, surpassing the approved allocation of RM222.756 billion for the same period, according to the 2024 Auditor General's Report Series 3 (LKAN 3/2024).
Auditor General Datuk Wan Suraya Wan Mohd Radzi said the spending figure represented 55.9 per cent of the total allocation ceiling of RM415 billion allocated for the implementation of 12MP projects.
As of Dec 31, last year, the implementation of development projects under 3rd Rolling Plan of the 12MP shown significant progress, encompassing a total of 8,279 projects.
"A total of 2,442 projects, representing 29.5 per cent, are now at the post-implementation stage; 3,404 projects (41.1 per cent) are currently in progress; 2,323 projects (28.1 per cent) are currently in the pre-implementation phase and 110 projects (1.3 per cent) are classified as cancelled and under review," she said in a statement.
Meanwhile, as of Aug 26 this year, the status of development project implementation under the 4th Rolling Plan of the 12MP involves a total of 8,593 projects.
"A total of 1,434 projects (16.7 per cent) are at the post-implementation stage; 3,942 projects (45.9 per cent) are currently in progress, with 169 projects (4.3 per cent) behind schedule; 3,085 projects (35.9 per cent) are at the pre-implementation stage; and 132 projects (1.5 per cent) are classified as cancelled and under review."
Wan Suraya, however, noted that the overall performance of the 12MP projects can only be assessed at the end of next year (2025).
As such, she said project monitoring must be enhanced to achieve the established objectives.
During the mid-term review of the 12MP presented in Dewan Rakyat on Sept 11 last year, the government emphasised efforts to enhance the efficiency of implementation and monitoring, particularly concerning the execution of strategies and initiatives outlined in the mid-term review.
"In line with this effort, the National Audit Department took proactive steps to report in this audit report on the performance of development project implementation under 3rd Rolling Plan of the 12MP up to Dec 31 last year.
"This is to ensure that the government can take appropriate actions to improve implementation performance and complete projects within the 12MP period, which will conclude in 2025."
The LKAN 3/2024 Series 3 was tabled in Dewan Rakyat today with the consent of His Majesty Sultan Ibrahim, King of Malaysia.
This LKAN focuses on two issues; the performance report on the implementation of development projects under the 3rd Rolling Plan of the 12th Malaysia Plan (12MP) up to Dec 31 last year and the key audit area, concerning material and significant matters that impact the financial performance of the federal government in 2023.
The LKAN 2023 Series 1 was tabled in Dewan Rakyat on March 6, while Series 2 on July 4.
