PUTRAJAYA: The Ministry of Finance Malaysia (MOF), in collaboration with the Inland Revenue Board of Malaysia (IRB), is expanding the implementation of the Tax Compliance Certificate (TCC) for the procurement of physical works and consulting services as a pilot project from Oct 1, 2024, to March 31, 2025.
In a statement today, the IRB announced that this initiative involves the Public Works Department (JKR) and the Department of Irrigation and Drainage (JPS).
It said the TCC will be a mandatory document at the bidding stage of procurement, ensuring compliance with Malaysian tax laws.
The tax administration agency informed that the TCC operational guidelines have been uploaded for the reference and guidance of taxpayers and bidders.

According to IRB, this expansion follows the positive impact of the TCC requirement for the procurement of supplies and services that came into effect on Feb 1.
The government proposed equal tax treatment in Budget 2022 as a strategy for revenue sustainability, aligning with international best practices.
One of the initiatives implemented is the TCC issued by the IRB.
Since 2023, the TCC has been required as part of the necessary documentation for taxpayers or bidders applying for government procurement.
