KKUALA LUMPUR: Police have arrested a man over a viral video showing a cat being dragged by the neck with a rope at a condominium in Jalan Klang Lama.
City police chief Datuk Rusdi Mohd Isa said Brickfields police made the arrest yesterday.
"The 43-year-old suspect was arrested around 6.10pm at his residence by the Brickfields Serious Crimes Investigation Unit (D9).
"He will be remanded as police investigate the case under Section 428 of the Penal Code for mischief by killing or maiming an animal," he said.
It was reported that a video clip of a cat being dragged by the neck using a rope at a condominium in Jalan Klang Lama left netizens fuming.
Malaysia Animal Association president Arie Dwi Andika said the organisation was alerted to the incident by members of the public.
He said the video showed the cat with a rope around its neck being dragged by a man.
The cat is seen urinating out of extreme pain.
The association has offered an RM3,000 reward to the person who steps forward to lodge a police report and becomes a witness until the abuser is arrested, charged and sentenced.
