PUTRAJAYA: Home Minister Tan Sri Muhyiddin Yassin believed the three-month window before the next Dewan Rakyat sitting in March will allow stakeholders to iron out issues surrounding the proposed Independent Police Complaints and Misconduct Commission (IPCMC) Bill.
He said there were certain terms which needed improvements.
"Protest (against the proposed Bill) does not necessarily mean (one) does not want it. There are provisions in the proposed Bill that needed to be further finetuned to make them more fair and just.
"Once that is done, it will be brought to Parliament to be deliberated and debated," he said.
Asked to elaborate on the provisions that had to be re-looked, Muhyiddin said he could not recall them offhand.
The IPCMC seeks to provide for civilian oversight of the police force and was the key recommendation of the 2005 royal commission of inquiry on the force.
The Bill was tabled for its first reading during the July meeting of Parliament but its second reading was delayed to allow a parliamentary select committee time to gather further feedback.
On the issue of online scammers reported to have moved their operation from Cyberjaya to Ipoh, Muhyiddin said he too was concerned of the matter.
"The recent arrest of 680 people allegedly to have been involved in online scam syndicate is implying that Malaysia has been become a hub for cyber crime.
"This is something we cannot take lightly. Despite them moving operation elsewhere, we will take action against those involved because they have broken the law," he said.
The minister added that cyber crime involving online scams, illegal online gambling and even Macau scams have caught the interest of authorities at the Asean level.
On the special task force set up to investigate the disappearance of Pastor Raymond Koh and Perlis Hope founder Amri Che Mat, Muhyiddin said he would check if the six-month deadline for it to complete its investigation was up and if the report was ready.
"I will meet those in the task force to discuss on the content of its report. (Once that is done), we will disclose the content."
Koh was reported to have been abducted by masked men in Jalan SS4B/10, Petaling Jaya, Selangor on Feb 13, 2017, while Amri disappeared on Nov 24, 2016, after leaving his home in Kangar, Perlis.
