Five out of seven members of the IPCC have been appointed, says Home Minister

PUTRAJAYA: Home Minister Datuk Seri Saifuddin Nasution Ismail today announced the appointment of five out of seven members of the Independent Police Conduct Commission (IPCC).

Speaking at a special press conference, Saifuddin said Datuk Zolkopli Dahalan has been appointed as the IPCC chairman.

Zolkopli's last post in the civil service was as the director-general of the Implementation Coordination Unit of the Prime Minister's Department.

Datuk Mohamad Jazamuddin Ahmad Nawawi has been appointed as the IPCC deputy chairman.

His last position in the public service was as the chairman of the Advisory Board in the Prime Minister's Department.

The other three members were Martina@Kartina Zamhari, whose last post in the public service as the director of the Finance Sector at the Auditor-General Department; Datuk Shukri Abdullah, whose last post in the public service as the deputy director (technical/operations) of the Logistic and Technology Department of the police; and Datuk Tan Kang Sai, whose last position in the public service as senior director of the Special Operations Division of the Malaysian Anti-Corruption Commission (MACC).

The commission, said Saifuddin, will be an independent oversight body to improve integrity, reduce misconduct and promote public confidence in the force.

"The commission will have powers to advise the government on enhancing police officers' wellbeing," he said.

The commission also will receive, assess and investigate complaints of misconduct, collect evidence related to the misconduct and make recommendations for disciplinary actions against the policeman or officer involved.

Asked on the appointment of another two members, Saifuddin said it would be filled when the time comes.

"Usually, the headhunting process will take place to find suitable individuals, who are experts from various segments. As we go along, the two slots will be filled in," he said.
