PUTRAJAYA: Civil servants in the implementing and professional group will receive a 15 per cent salary increment effective Dec 1, Prime Minister Datuk Seri Anwar Ibrahim said,
This follows a salary review of civil servants under the new Public Service Remuneration System (SSPA).
Anwar, who is also the Finance Minister, added that civil servants in top management and professional roles will see an increase of seven per cent.
The increment, he said, will be implemented in two phases: the first phase in December this year and the second phase in January 2026.
"Taking into account the challenging economic situation in the country, the implementation of the salary adjustment will be carried out in phases and will only apply to officers who opt for the SSPA scheme.
"For officers under the implementation group, the salary adjustment will start at eight per cent in Phase 1 and seven per cent in Phase 2.
"Meanwhile, for the top management group, the salary adjustment will be four per cent in Phase 1 and three per cent in Phase 2," he said.
Anwar said this in his speech at the 19th Majlis Amanat Perdana Perkhidmatan Awam here today.
Present were Chief Secretary to the Government Datuk Seri Shamsul Azri Abu Bakar and Public Service Department (PSD) director-general Datuk Seri Wan Ahmad Dahlan Abdul Aziz.
The prime minister added that taking into account the compounding effect, the range of increment that civil servants will receive will be between 16.8 to 42.7 per cent.
"To give an example, a teacher who has served for five years with a monthly income of RM3,838 will receive a salary adjustment of eight per cent in Phase 1, bringing their monthly income to RM4,085.04.
"During the Phase 2 salary adjustment in January 2026, they will receive an additional seven per cent adjustment, increasing their monthly income to RM4,559.24.
"Another example will be a police officer of grade YA1 with a monthly income of RM2,256 will receive a salary adjustment of RM240, increasing their monthly income to RM2,496.
"During the Phase 2 salary adjustment, their monthly income will be RM2,726.02. The methods and formulas for these calculations will be explained in detail by PSD in the upcoming engagement sessions," he said.
Anwar said the overall financial implications of the salary increments under the SSPA amount to more than RM10 billion.
However, he added that further details on the matter will be included in the 2025 Budget, which is expected to be tabled in Parliament in October.
Anwar previously announced that the civil servants' remuneration will see more than 13 per cent increase.
The last time the civil servants' salaries were revised was 12 years ago, and the highest increase in the past was at 13 per cent.
