GEORGE TOWN: The Penang Island City Council (MBPP) seized two horses and demolished an illegal shed in Batu Ferringhi during a special operation today aimed at curbing banned horseback riding activities.
The action follows complaints about horseback riding in the area despite a state-imposed ban, effective from Sept 1.
State Local Government, Town and Country Development committee chairman Jason H'ng Mooi Lye said the ban was introduced due to concerns over safety and cleanliness in the area.
MBPP enforcement director Noorazrein Noorazlan Ong said the operation was carried out in response to ongoing complaints.
"We had previously issued a notice under Section 82 of the Local Government Act 1976 for the removal of the horses and demolition of the illegal shed, but no action was taken. Thus, we had to intervene," he told newsmen during the operation.
During the operation, the horses appeared distressed.
The pony complied with transport requirements, but the adult horse hesitated.
Noorazrein said a similar operation was conducted in February, where three horses were seized.
"We had difficulty catching them on the Batu Ferringhi beach as the workers got on the horses and rode off.
"Even today, there were three horses but one of the workers managed to take one of the horses away," he added.
The council estimates that there are around three to four locations in Batu Ferringhi with horses.
Notices have been issued, and the council plans to continue operations until the situation is resolved.
On the condition of the shed, MBPP veterinary officer Dr Tan Suan Heoh said that it was unsuitable for the horses' welfare.
