KUALA LUMPUR: The police have opened 94 investigation files under various Acts, made 410 arrests, and charged eight individuals in relation to Global Ikhwan Service and Business Holdings Sdn Bhd (GISB).
Home Minister Datuk Seri Saifuddin Nasution Ismail, in a written reply to Parliament, outlined the chronology of the investigation since the police launched Op Global on Sept 7.
The investigation into the case he said, was divided into four phases.
Phase 1 (Sept 2 to 10)
The police received four police reports in Negri Sembilan and Selangor on child abuse cases.
During this period, 13 investigation papers were opened, and six arrests were made.
The police also conducted raids on 20 Rumah Amal Limpahan Kasih (RALK) premises (18 in Selangor and two in Negri Sembilan).
Investigations were carried out under Section 31(a) and 32(a) of the Child Act 2001, Section 12 and 14 of the Anti-Trafficking in Persons and Anti-Smuggling of Migrants Act 2007 Section 14(a) of the Sexual Offences Against Children Act 2017 [Act 792], and Section 344/323 of the Penal Code.
Phase 2 (Sept 11 to 17)
The police opened 24 investigation papers, arrested 176 people, and rescued 392 victims, mostly children.
During this phase, the police charged two individuals with five counts.
Investigations were conducted under Section 31(1)(a) of the Child Act 2001, Section 6(1) of the Care Centres Act 1984, Section 233 of the Communications and Multimedia Act 1998, Section 506 of the Penal Code, Section 427 of the Penal Code, Section 505(b) of the Penal Code, and Section 12 of the Anti-Trafficking in Persons and Anti-Smuggling of Migrants Act 2007.
Phase 3 (Sept 18 to 20)
The police arrested 36 people, including the GISB chairman.
Investigations were conducted under Section 12 of the Anti-Trafficking in Persons and Anti-Smuggling of Migrants Act 2007.
Phase 4 (Sept 21 to 30)
The police arrested 213 people and opened 56 investigation papers.
Investigations were conducted under Section 31(a) and 32(a) of the Child Act, Section 12 and 14 of the Anti-Trafficking in Persons and Anti-Smuggling of Migrants Act 2007, and Section 233 of the Communications and Multimedia Act 1998.
This also includes Section 14(a) of the Sexual Offences Against Children Act 2017, offences under the Penal Code, Section 298 of the Penal Code, Section 8 of the Printing Presses and Publications Act 1984, Section 6(1)(c) and Section 55E of the Immigration Act 1957/1963, and Section 13(1)(B) of the Johor Syariah Criminal Offences Enactment 1997.
The police conducted this operation with the cooperation of the Attorney-General's Chambers, the Health Ministry, the Social Welfare Department, the National Registration Department, the Companies Commission of Malaysia (SSM), the Registrar of Societies, the Chemistry Department, the Malaysian Islamic Development Department, and the Selangor Islamic Religious Department.
Saifuddin was responding to a question from Ahmad Fadhli Shaari [PN-Pasir Mas] on the investigation timeline and actions taken by the government following allegations of deviation and child abuse by employees of GISB.
