KOTA KINABALU: The federal government, through the Economy Ministry, will implement a series of improvements and streamline processes to ensure smoother execution of projects under the 13th Malaysia Plan (13MP).
Economy Minister Rafizi Ramli said the ministry would introduce reforms, particularly in project screening and approval, to avoid delays and minimise problematic projects.
"This means improving the existing planning and screening processes to address the causes of delays and problematic projects.
"For instance, many problematic projects stem from land issues. Sometimes, ministries or state governments request project approvals before resolving land matters.
"Take building a school, for example. If land acquisition isn't resolved, approvals may proceed,once construction starts, we may find the land unsuitable. Years later, the issue remains, and the project becomes problematic," Rafizi said at a press conference after the Sabah 13MP Federal Engagement Session with the Economy Ministry at the Pacific Sutera Hotel here today.
Present were Deputy Chief Minister Datuk Shahelmey Yahya, representing Chief Minister Datuk Seri Hajiji Noor, and Community Development and People's Wellbeing Minister Datuk James Ratib.
To address this, Rafizi announced phased funding allocations for certain projects.
"For some projects, we will allocate initial funding for feasibility studies or preliminary work, ensuring land issues are resolved first.
"Only then can further approvals and funding be granted for subsequent phases.
"In addition, we will require project proponents to verify land availability with the federal or state land banks before proceeding."
Rafizi also emphasised the importance of strengthening collaboration between the federal and state governments to ensure seamless progress of 13MP projects.
"While we've seen improvements in project implementation, we will continue refining processes to ensure seamless execution."
