Cartels, runners at Puspakom due to weak monitoring - MCW

KUALA LUMPUR: The issue of cartels and 'runners' manipulating vehicle inspection processes at the Computerised Vehicle Inspection Centre (Puspakom) has persisted for a long time, said Malaysian Corruption Watch (MCW).

Its President Jais Abdul Karim said such delay in investigating the issue has exposed shortcomings in enforcement and monitoring.

He called for more stringent action against all parties involved, including internal staff, runners, and cartel leaders, with appropriate penalties imposed if they are found guilty.

"We welcome the close cooperation between the Road Transport Department (RTD) and the Malaysian Anti-Corruption Commission (MACC) in investigating this matter.

"However, MCW calls on the authorities to ensure that the investigation is conducted transparently, firmly, and promptly to restore public confidence in the country's vehicle inspection system," he said in a statement today.

In addition to stringent actions, Jais proposed improving the vehicle inspection process by introducing stricter control mechanisms.

He said this includes using the latest technologies, such as real-time surveillance and regular audits by independent third parties.

"MCW also supports the government's move to review Puspakom's monopoly by granting licences to other companies.

"However, this decision must be implemented cautiously and requires strict control mechanisms.

"The licensing of other companies must be accompanied by a stringent monitoring system to prevent the formation of new cartels," he said.

Jais said healthy competition among the appointed companies is essential, with clear policies drafted to ensure transparent and ethical competition without interference from syndicates or intermediaries.

He suggested that the MACC be involved to identify and promptly address any weaknesses in this new system.

"MCW urges Malaysians to play their part as observers and report any misconduct or cartel activities to the authorities.

"MCW hopes the government adopts a holistic approach to addressing this issue, including strengthening integrity education among Puspakom staff, RTD personnel, and related companies," he said.

Yesterday, Transport Minister Anthony Loke was reported as saying that the RTD held discussions with the MACC to assess the integrity levels of Puspakom staff.
