KOTA BARU: Perikatan Nasional will accept the obligations set in the draft Memorandum of Understanding (MoU) for allocations for opposition members of parliament, only if it does not go against the law and the Federal Constitution.
While expressing his disappointment over the seven obligations, Pas deputy president Datuk Seri Tuan Ibrahim Tuan Man said PN would first study all the obligations before making its decision.
"We need to study all the seven obligations thoroughly because, before this, the Prime Minister during the Parliament sitting said there were no conditions (for the opposition MPs to get the allocations) and only a discussion was needed.
"Now, there are seven conditions stated in the MoU. PN will only accept any conditions that do not conflict with the law and the Federal Constitution," he said.
The Kubang Kerian member of parliament then said the government should distribute the allocations to states like Kedah, Kelantan, Perak and Selangor without imposing any conditions.
"We do not want to create a binding proceeding in the future. What is important is that the reform of parliamentary institutions needs to be implemented and expedited," he added.
Tuan Ibrahim, however, refused to give more details on the seven obligations.
Perikatan Nasional was reported to have said yesterday that it finds it "odd" to see seven obligations in the draft memorandum of understanding they received from the government regarding allocations to opposition members of parliament.

PN chief whip Datuk Seri Takiyuddin Hassan said the obligations included the coalition's MPs supporting the government until the end of the 15th parliamentary term and declaring their assets.
The obligations also required the MPs to comply with 3R (race, religion, royalty) requirements.
Takiyuddin did not disclose all seven terms but said they would decide whether to accept them before the next parliamentary session.
"It is a bit odd because the MoU for compulsory allocation is for opposition MPs to carry out their work. During our time (in government), we have given (allocation) to all MPs, but here, there are seven obligations.
"The MoU contains obligations for both the government and opposition MPs, but the amount given to the opposition is not mentioned.
"This MoU is set to be effective until the end of the 15th term, so we have yet to decide whether we can accept it or not."
On Aug 26, Deputy Prime Minister Datuk Seri Fadillah Yusof said the government had yet to receive any feedback on the MoU from PN on allocations for opposition MPs.
This followed Prime Minister Datuk Seri Anwar Ibrahim's call for a prompt resolution to the issue.
Takiyuddin said he received the draft MoU on Aug 6 and had asked for some time to discuss the obligations as the opposition was busy with the recent Nenggiri by-election.
