Authorities probing video of cat dragged by its neck at Jalan Klang Lama condo

KUALA LUMPUR: A video clip of a cat being dragged by the neck using a rope at a condominium in Jalan Klang Lama has left netizens fuming.

Malaysia Animal Association president, Arie Dwi Andika said the organisation was alerted to the incident by members of the public this afternoon.

He said the video showed the cat with a rope around its neck being dragged by a man,

The cat is seen urinating out of extreme pain.

"We are appealing for the person who recorded the video to lodge a police report and identify the victim.

"Animal Malaysia is offering a RM3,000 reward to the person to step forward and lodge a police report, become a witness until the abuser is arrested, charged and sentenced," he said in a Facebook post.

He said the authorities can also refer to the condo management to obtain CCTV footage.

He said the authorities should not regard the case as an "accident", and that the Animal Welfare Act can be used when it comes to the abuse of animals.

"We cannot give anyone any reason to escape punishment. The authorities have to act so that justice is served," he said.

The 14-second video, which has since been widely shared on social media, showed a man dragging a cat by its neck using a length of rope.

The man is also seen oblivious to the cat's howls of pain.

Meanwhile, Kuala Lumpur police chief, Datuk Rusdi Mohd Isa, said they received a report on the incident this evening.

He said the complainant lodged a report after coming across the video.

"The video also showed the alleged location where the incident took place.

"The Veterinary Services Department is investigating the case under Section 29 of the Animal Welfare Act," he said in a statement.

He said the police report has also been forwarded to the Kuala Lumpur Veterinary Services Department for further action.

This marked the latest in a series of animal-related cases which have been shared on social media.

In Sept, a video of a car being driven with a dog tied to its rear in Bukit Mertajam, Penang, drew condemnation on social media.

Police said the man, the dog's owner, was unaware that the dog was tied to the vehicle. He said his in-law had tied the dog to the car to prevent it from loitering in a neighbour's house.

A month before that, a viral image of a cat tied to the rear of a pickup truck in Simpang Ampat, Penang also drew widespread condemnation from animal lovers.
