KUALA LUMPUR: The Recovery Movement Control Order (RMCO) will be implemented based on seven strategies which include enhanced public health, border control, and reopening of all sectors of the economy.
The remaining four strategies are legislation and enforcement; embracing the new normal; community responsibility empowerment; and protection of risk groups.
All the strategies were outlined by Prime Minister Tan Sri Muhyiddin Yassin when he announced that the current Conditional Movement Control Order will be replaced by the RMCO starting Wednesday.
"These strategies will be executed by the Special Ministerial Committee on the implementation of the RMCO which is being chaired by the Defence Minister (Datuk Seri Ismail Sabri Yaakob). "At the state level, these strategies will be implemented by committees formed by the respective Menteri Besar and Chief Minister at every state.
"The implementation of these strategies require the cooperation from all including machineries at the federal and state levels as well as the private sector, non-governmental organisations and community leaders," Muhyiddin said in a special televised address today.
Earlier, he had announced that the RMCO will come into effort from Wednesday until Aug 31 with more lenient restrictions.
During the enforcement of the Movement Control Order for almost three months, Muhyiddin said the government had introduced and implemented several strategies and measures in the form of movement restrictions to prevent the Covid-19 outbreak from escalating in the country.
"However, I realise that the government will not be able to place the daily life of the public under control forever in order to contain the outbreak. I am also aware that many among the public wanted their daily life to resume and return to normal.
"You want to get out to work, carry out business and recreational activities; visit other places together with your family and perform other activities in your daily routine
"Hence, it is time for the government to ease the restrictions with the condition that the public must be responsible and serious about embracing the new normal as well as adhering to the SOPs set by the government," he said.
Muhyiddin also reinforced the importance of community leaders and NGO leaders to do their bit to encourage the people to work together to break the transmission chain of the Covid-19 virus.
"The same applies to employers, you must be responsible and ensure all of your workers comply with the SOP at your respective work place," he said.
