RMCO kicks-off in Pahang with stricter SOPs

KUANTAN: Business premises except for essential services in Pahang will only be allowed to operate between 7am and 9.30pm under the Recovery Movement Control Order (RMCO).

Menteri Besar Datuk Seri Wan Rosdy Wan Ismail said factories, petrol stations and clinics will be allowed to operate according to conditions stipulated in their business licence while roadside fruits stalls can only provide take away.

"Customers are only allowed to take away the seasonal fruits and no longer allowed to taste or eat the fruits by gathering at the stalls. The local authorities will identify the suitable locations for these stalls to maintain social distancing between the customers and stall owners... the owners have to ensure hygiene and provide hand sanitisers.

"Dine-in will be allowed at restaurants, food courts, roadside hawker stalls, kiosk and food trucks but the tables have to be set two metres away from each other and chairs arranged one metre away. Children below 12-years-old and the elderly above 70 will not be allowed to dine-in," he said in a statement here today.

He said barbers and hair salons are only allowed to offer basic hairdressing services during the RMCO.

"Hair washing, shaving, make-up, hair treatment, manicure and facial treatment are still barred. Those above 60 will have to make an appointment before going to the premises only between 9am and 11am, while customers are encouraged to bring their own towels," he said.

On the reopening of the rest and recreational (R&R) areas along the Kuala Lumpur-Karak Expressway and East Coast Highway Phase 1 and 2 (LPT1 and LPT2), Wan Rosdy said the premises can operate with a limit of one customer per table.

Meanwhile, he reminded owners of self-service laundromat outlets to use floor tape markings as guides for customers to practise social distancing and provide hand sanitisers.

"Put a person in charge throughout the operations as the washing and dryer machines have to be sanitised each time after use. Customers are not allowed to fold their clothes in the premises," he said.

On wet markets, he said the operating hours have been extended during the RMCO from 5am to 2pm compared to 7am to 2pm previously.

Wan Rosdy said children below the age of 12 and elderly above 70 will not be allowed to enter self-service laundromat outlets and wet markets.

He said the Federal Agricultural Marketing Authority's (Fama) farmer's markets (pasar tani), morning markets and Controlled Fresh Markets will be allowed to resume operations between 7am and noon.

"Only a certain number of customers will be allowed at one time and customers can also place their orders before arriving to pick up their items. Fama will identify the suitable locations with the assistance of local authorities.

"Night markets and car boot sales can operate between 3pm and 9pm but the local authorities have to decide if the existing sites are suitable or traders need to be relocated. Separate entry and exit points have to be identified," he said.

He stressed that entertainment outlets such as night clubs, reflexology centres, karaoke centres and theme parks are still barred from operating in Pahang.

"Religious parades, "kenduri" events and other activities that involve a huge crowd which makes it hard to maintain social distancing will not be allowed," he said.
