PUTRAJAYA: The Road Charge (RC) and Vehicle Entry Permit (VEP) regulations currently enforced at the Malaysia-Singapore land border will soon be extended to the Malaysia-Thailand land border, says Transport Minister Anthony Loke.
To facilitate this extension, the Transport Ministry is inviting interested and qualified parties to submit proposals for developing and operating the system on behalf of the Road Transport Department (RTD).
Loke said that any party presenting a competitive proposal would be appointed and authorised by the ministry to manage VEP registration and RC fee collection for a specified period.
"The ministry will not allocate any government funds for the development and operational costs of the system," he said.
"Instead, all expenses must be fully borne by the interested parties. Proposals can include business models that outline potential returns on investment through arrangements such as RC fee collections," he said at a press conference, here today.
Loke said for the Malaysia-Singapore border VEP, the ministry had invested about RM150 million.
"However, there have been suggestions to adopt a model where the government does not bear the cost but instead benefits from an investment return arrangement," he said.
He said the ministry planned to hold a briefing session for interested parties on June 24, focusing on the development and operation of the RCVEP management system at eight border entry points between Malaysia and Thailand.
Following this session, proposals can be submitted starting July 1, with the deadline set for Sept 1.
