Revisions of IHR: WHO member countries, including Malaysia, given 10-month cooling period

BALIK PULAU: The 194 member countries of the World Health Organisation (WHO), including Malaysia, have entered a 10-month cooling period to review and gather feedback on the proposed revisions to the International Health Regulations (IHR). 

This decision follows the signing of the IHR revisions on June 1 at the conclusion of the World Health Assembly, which aimed to define a "pandemic emergency" and enhance access to medical products and financing. 

WHO said these changes would help ensure robust systems were in place in all countries to protect against future outbreaks and pandemics.

Health Minister Datuk Seri Dr Dzulkefly Ahmad clarified that the agreement signed by Malaysia and other member countries was not final. 

"All member countries brought back the draft of what was signed and have a 10-month period to review and gather feedback before it is revisited by the member countries. So, it can be said that what was signed was not conclusive," he told reporters after officiating the opening of the Air Putih Health Clinic here today.

In line with these revisions, Dr Dzulkefly announced the establishment of a National International Health Regulations (IHR) Authority this year to enhance preparedness for health emergencies. 

Prime Minister Datuk Seri Anwar Ibrahim emphasised Malaysia's commitment to the principles of equity and solidarity in the revision of IHR and the pandemic agreement.

The Galen Centre for Health and Social Policy CEO Azrul Mohd Khalib said that the National IHR Authority should include experts and representatives from various ministries and non-governmental agencies to ensure comprehensive preparedness.

The newly-completed Air Putih Health Clinic, which cost RM30 million, offers a wide range of health services including outpatient treatment, maternal and child health services, dental care, emergency treatment, a pharmacy, and a diagnostic laboratory. 

Equipped with 16 staff housing units, the clinic can accommodate up to 500 patients per day, significantly improving healthcare services in Balik Pulau.
