82 private higher education institutions fined since 2019

KUALA LUMPUR: A total of 82 compound notices were issued to private higher learning institutions (IPTS) for failing to comply with the Private Higher Education Institutions Act 1996 (Act 555) between 2019 and 2024.

Deputy Higher Education Minister Datuk Mustapha Sakmud said following audits on 355 IPTS, the ministry's higher education department opened 146 investigation papers.

"Among the violations, 12 compound notices were issued for IPTS that made changes to their company details without approval from the registrar.

"Another 12 compound notices were also issued for operating from unregistered premises.

"Forty-seven compound notices were issued to institutions whose teaching staff did not hold the required teaching permits approved by the registrar," Mustapha told the Dewan Rakyat today.

He was responding to Mordi Bimol (Mas Gading) about the types and number of fraud cases involving private higher education institutions that authorities have acted upon since 2019 to date.

Mustapha said the ministry is committed to ensuring all IPTS registered under the ministry comply with Act 555 through regular inspections.

"Any non-compliance identified during the inspections will lead to an investigation and legal actions will be pursued if the institution is found guilty.

"The ministry takes any issues involving IPTS very seriously. If members of the public have any complaints, they can submit them through the Public Complaint Management System (SISPAA)," he said.
