PUTRAJAYA: The government plans to introduce the ILTIZAM public service initiative in the first quarter of 2025 as part of efforts to enhance civil servants' performance.
Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar said the initiative requires civil servants to periodically review regulations to ensure they align with current developments.
"The Economy Ministry, the Public Service Department (PSD) and my office are collaborating closely to develop a stronger framework that will elevate the code of conduct within the public sector," he said.
This initiative, he said, will reflect the collective commitment that the government has put into improving the quality of civil servants and their service.
Shamsul Azri said it is also part of the six-year Public Service Reform Agenda (2024-2030) introduced when he assumed office.
The agenda focuses on five core reform principles through an "associated and integrated" approach; i) appreciation of values and governance, ii) human capital development, iii) organisational development, iv) service delivery and v) public-private synergy.
Shamsul Azri said there is always a new approach when a new Chief Secretary to the Government is appointed.
He said one of the approaches he strongly believed in was the "follow-up, follow-through" approach, "which is basically going down on-site."
"I have conducted more than 10 unannounced visits, but what I want to emphasise is that these visits are not about finding faults or errors within ministries or agencies.
"Instead, it's to gain a deeper understanding of field operations, improve systems and procedures, and show appreciation for our frontline personnel," he added.
