Philippine's senior cop relived of duties

A SENIOR police officer, ranked fourth in the Philippine National Police (PNP) hierarchy, was relieved from his duties following claims of hurling verbal abuse to a subordinate.

The PNP issued the order on Major General Arthur Bisnar to be relieved from his post as chief of the directorial staff on Friday, the Philstar.com portal reported.

Bisnar was reassigned to the PNP chief General Rodolfo Azurin Jr office, which means he is currently on floating status. Bisnar is set to retire on September 30, 2024.

Bisnar was charged with grave abuse and unjust vexation by Maritess Cabillan, a non-uniformed personnel assigned with the PNP Directorate for Comptrolership, about a month ago. No other details about the incident were available.

Bisnar was the director of the PNP Directorate for Human Resource and Doctrine Development when the incident happened.

Following the relief order, Azurin has appointed former Area Police Command-Visayas director Major General Michael John Dubria as Bisnar's replacement.

Azurin also appointed Area Police Command – Eastern Mindanao director Lieutenant General Patrick Villacorte as Dubria's replacement.

In April, Bisnar was also accused of hurling profanities at officers of the Criminal Investigation and Detection Group (CIDG) at Camp Crame in Quezon City.

According to a police report, Bisnar parked his vehicle in the CIDG-National Capital Region field unit compound and confronted the guard on duty, claiming the compound gate encroached on the pedestrian lane.
