KUALA LUMPUR: Prime Minister Tan Sri Muhyiddin Yassin today outlined details of the National Recovery Plan to take the country out of the health and economic crisis brought about by the global Covid-19 pandemic.
Muhyiddin said the plan in four phases was formulated based on data that hinges on three main threshold indicators, similar to the public health management principles implemented in other countries.
The three main threshold indicators, he said, are the Covid-19 transmission within the community based on the number of daily cases, the capability of the nation's public health system based on the occupancy of intensive care unit (ICU) wards at health facilities across the country and the rate of the population who are fully vaccinated against the virus.
"The ability for the country in making the transition (under the National Recovery Plan) must only be made according to data and after fulfilling the criteria (all the threshold indicators)," Muhyiddin said in a special address aired on RTM, Bernama TV, TV3 and Astro Awani today.
The country, said the prime minister, is currently in the first phase of the exit plan with the implementation of the ongoing total lockdown or the Movement Control Order (MCO 3.0).
Muhyiddin said the government would consider transitioning to the second phase of the exit plan only after considering data from the three factors.
They are based on the average number of daily Covid-19 cases that drops below the 4,000-mark, the state of the public health system that is no longer at a critical level, including the improvement of the usage of ICU beds at health facilities across the country to a moderate level, as well as having 10 per cent of the population fully vaccinated.
