KUALA LUMPUR: Perlis, Kedah, Penang, Perak and Sabah, which are currently under Phase Three of the National Recovery Plan (NRP), will move into the fourth and final phase from Monday.
This will leave only Sarawak and Kelantan as the two remaining states which are still under Phase Three of the NRP.
The decision to allow the four northern states and Sabah to transition into Phase Four was announced by Senior Defence Minister Datuk Seri Hishammuddin Hussein today.
"Taking into consideration the risk assessment conducted on the current (Covid-19) situation by the Health Ministry and the National Security Council, the Special Committee on Covid-19 Pandemic Management have agreed to allow these states to transition into the next phase under the NRP starting Nov 8.
"The SOP for states transitioning into Phase Four of the NRP is similar to the ones previously.
"Information on the latest SOP will be updated on the National Security Council's official webpage at www.mkn.gov.my," said Hishammuddin in a statement.
On other matters, Hishammuddin said only people who have been fully-vaccinated against Covid-19 will be allowed to enter stadiums as well as all other sporting facilities starting Nov 8.
Those below 18 who have yet to get vaccinated or have not completed their full doses of the Covid-19 vaccines are still not allowed to enter these areas.
"At the moment, eating and drinking inside the stadium are still not allowed," said Hishammuddin.
These conditions, said Hishammuddin, will be reflected in the SOP.
He also announced that travellers into Malaysia will have to undergo mandatory quarantine, which is privately operated, compared to the ones operated by hotels, starting next week.
"The implementation of privately-operated quarantine stations will begin seven days after it was approved by the Special Committee on Covid-19 Pandemic Management on Nov 5.
"The management of these quarantine stations is based on the guidelines over the opening, operation and monitoring of private quarantine stations issued by the National Disaster Management Agency (Nadma)," he said.
He said shipping crews under the management of the Port Klang Authority (PKA) will be allowed to get their Covid-19 vaccine jabs while berthing at Port Klang. This, he said, would be subject to the approval by the Health Ministry, Marine Department and the Immigration Department.
"The process of administering the vaccine is necessary to be conducted onboard the ship to prevent large-scale movement among the shipping crew to clinics or health facilities.
"The PKA must submit details including the organiser, number of recipients involved and other necessary information on the vaccination programme involving shipping crew," he said.
