Congestion fee on vehicles entering KL city centre in 2040, says KL Mayor

KUALA LUMPUR: The Road Usage Charges (RUC) or congestion fee on vehicles entering the city centre will only be implemented in 2040, when all public transport and road networks have further improved.

Kuala Lumpur mayor Datuk Seri Mahadi Che Ngah said various projects have been drawn up under the Traffic Master Plan 2040 (PITKL2040) for the purpose.

"RUC can only be implemented when the public transport network is fully completed and connected with safe and user-friendly support facilities," he said at a press conference after the launch of PITKL2040 at Kuala Lumpur City Hall (DBKL) today.

The measures, he said, included providing infrastructures to encourage various modes of active mobility with the first-and-last mile transit connectivity for pedestrians, as well as bicycles, e-scooters and moped (light motorcyle) users.

He said a feasibility study was being conducted on the proposal to use e-scooters in the city, which included safety and legal aspects.

Meanwhile, City Hall infrastructure planning department director Fajariah Sulaiman when met later said the RUC would only involve the KL central business.

"If we implement the RUC, it is important that we provide sufficient facilities such as park-and-ride so that drivers can leave their cars and take public transport to enter the city centre," she said.

Among the roads marked within the RUC zone would be Jalan Bukit Bintang, Jalan Hang Tuah, Jalan Parlimen, Jalan Pudu, Jalan Sultan Ismail, Jalan Tuanku Abdul Rahman, and part of Jalan Ampang.

There were previously plans to impose a congestion fee on vehicles entering the golden triangle, with three main roads, namely, Jalan Imbi, Jalan Sultan Ismail and Jalan Raja Chulan, forming its borders.
