PM: Review of appointments to permanent govt posts

PUTRAJAYA: The government is reviewing new methods for permanent appointments and contributions for civil servants to ensure more sustainable national financial management.

Prime Minister Datuk Seri Anwar Ibrahim said a detailed study was being undertaken to determine the best method for the government and newly appointed officers.

"The findings of the study will be presented to the cabinet for further consideration and approval before implementation," he said in his keynote address at the 19th Majlis Amanat Perdana Perkhidmatan Awam (MAPPA) today.

Also present were the Chief Secretary to the Government, Datuk Seri Shamsul Azri Abu Bakar, and the Public Service Department (PSD) Director-General, Datuk Seri Wan Ahmad Dahlan Abdul Aziz.

Anwar said the government's efforts to reform civil servants' salaries will also optimise resources and increase productivity, including setting the Sijil Pelajaran Malaysia (SPM) qualification as the minimum requirement for entry into the civil service.

He added that this would encourage multi-tasking and multi-skilling among officers, providing returns to the government.

"Additionally, service schemes with irrelevant, overlapping, and isolated functions will be transferred to other service schemes."

Anwar said the government had also agreed to standardise and reclassify job grades comprehensively, based on the current needs of the civil service.

"This includes amending the appointment criteria for 17 service schemes to attract the best talent to serve in the civil service, in line with technological evolution and current education policies.

"I also want the PSD to conduct a comprehensive job audit to identify any imbalances in appointments that may exist across ministries and agencies.

"They must also take further actions to ensure that the workload is fair based on the complexity and scope of tasks assigned to each unit or division within the ministries and agencies."
