KUALA LUMPUR: The construction of the West Ipoh Span Expressway (WISE) connecting Gopeng with Kuala Kangsar in Perak is expected to reduce traffic congestion along the North-South Expressway (NSE) by up to 40 per cent.
Works Minister Datuk Seri Alexander Nanta Linggi said the overall project which costs RM6.2 billion is expected to be completed in 2028.
"WISE provides an alternative route for users of the Menora Tunnel, which often experiences congestion due to the high volume of heavy vehicles.
"This is due to the hilly profile and topography of the Gopeng to Kuala Kangsar area along the NSE, which slows the movement of heavy vehicles, subsequently affecting traffic flow especially during peak hours.
"According to the Malaysian Highway Authority, WISE is expected to reduce congestion by 40 per cent," he told reporters after the WISE project concession agreement document handover with East Coast Road Sdn Bhd (ECRSB) today.
Also present were Deputy Works Minister Datuk Seri Ahmad Maslan and ministry secretary-general Datuk Seri Azman Ibrahim.
The WISE project is a privatisation initiative with ECRSB for the construction of a toll highway from Kuala Kangsar to Gopeng. It will pass through Siputeh and Batu Gajah in Perak, with an estimated length of 60.8 km
It includes six interchanges, including two in Kuala Kangsar, one in Jerlun, one in Siputeh and two in Gopeng.
The concession agreement for the project spans 55 years, including four years of construction and 51 years of the concession.
Nanta said the toll rate set for the 55-year concession period is 23 cents per kilometre, benefiting highway users by keeping costs stable for the public over an extended period.
He also said the current Level of Service (LOS) for the NSE in the Gopeng to Kuala Kangsar stretch is expected to reach full capacity by 2030.
"Hence, if the WISE project is not implemented, the government will bear the costs of widening the North-South Expressway when traffic volume reaches maximum capacity, resulting in significant financial implications."
He added that the synergy among various parties in executing the project demonstrates close cooperation between the federal and Perak governments as well as the private sector. It will not only benefit the highway industry but also contribute to the wellbeing of the public and highway users.
"The ministry hopes that the concession company entrusted with the responsibility will emphasise quality, particularly in adhering to standard specifications, costs, and timelines while prioritising safety at the construction site.
"The ministry also remains committed to implementing people-centric projects such as the WISE highway, ensuring road user safety and comfort, in line with the goals of the MYJalan KKR Programme," said Nanta.
